Nigeria does not need smart cities at the moment. But we need constant electricity. A smart city powered by generators may  not be optimal especially when there is nothing smart in Nigeria. Yes, you have a smart enclave and everything outside is an ancient world. Let us focus on fixing the electricity paralysis first.

The Minister of Communications and Digital Economy, Isa Pantami, has said his ministry will work with the Federal Capital Territory Administration and some state governments to set up ‘smart cities’ in major cities...Mr Pantami said establishing such smart cities will bring immense benefits to Nigerian economy especially in the country’s drive to harness economic opportunities offered by smart technologies.
