The Fading Nigeria’s Infrastructures

So, what is the whole idea of the PIA bill or law which was heralded to transform the sector? Can they list NNPCL in the Nigerian stock exchange? What is stopping the nation from doing that since we do not have the financial resources to fund the development of new oil wells and modernize our pipelines?
